Standard 2x2 matrix of the form [a 1 and 1 b] with standard addition and multiplication, is it a vector space?

For it to fail being a vector space, one or more of the axioms of vector spaces failing is sufficient. As you point out, adding two matrices of that form together results in a matrix not of that form, so it's not a vector space.
