Im finding it really hard to toilet train our puppy ???

we'v got a 12mnth golden retriever which we had toilet trianed really quickly,we now have a 10 wk retriever both bitches but she just wont stop messin in the house, ive done everything after she's been asleep straight outside, after play straight outside and after food straight outside i say wee wees every time, treat after shes weed out side but shes constantly messing,no water after 7pm just 1 ice cube, i get up every three hours in the nite to take her out n as soon as we come in the house... bang straight on the carpet, any suggestions greatly appreciated as ive run out of ideas but not patience :)
